Today I bought an open box Asus rog strix x670e-f but it won't boot and instantly give orange memory debug light. This is the only open box motherboard of its type at my local store. I also got the 2 year protection plan. What are my exchange options because I don't think I'm eligible to trade it for a new board of the same model.

You also have the option to contact Asus for warranty.
I've had 3 mobos I've sent to Asus. Two was exchanged. One was returned saying it was working when they tested it and sure enough when I retested it was working as well.
But since you bought the 2 year protection plan, IDK.

Hi! Can you confirm what debug light is lit? Usually it will have small text next to it such as DRAM, BOOT, VGA, or CPU

Can you try using one RAM stick at a time in each of the channels to see if it POSTs? It would be stick 1 in slots 1,2,3,4 and stick 2 in slots 1,2,3,4.
Regarding the return, these boards have a 15 day return policy. If you are looking to purchase different board you would be provided an in store credit, for the amount you bought this, to use towards another purchase.

I've tried every permutation of my 2 ram sticks and the 4 slots, all have the same result.

Very rare to have both RAM sticks be faulty but not entirely impossible. Have you cleared CMOS as well? Here is a guide for how: https://www.asus.com/support/faq/1030210/#:~:text=There%20is%20a%20CLR_CMOS%20button,enter%20the%20BIOS%20to%20reset

If the issues are persisting even after all of this, it is likely that the board will be defective. I recommend bringing this in to exchange.
